When you buy your plan, think of the speed they tell you as the maximum. You're never going to get over that, and likely you won't ever quite get up to that number, either. Be happy if you're getting over 3/4 of the speed they tell you.
That being said, I'm quite certain you have more than 32kbps. 32kbps internet hasn't existed for 5 years, and you definitely wouldn't call it broadband.

You are using Cable? That%26#39;s really unstable, range from 256kbps to 800kbps. You can%26#39;t boost your download speed besides paying more $$$ monthly. It is like you can%26#39;t get more chennels without paying more.But you can speed up download speed on slow websites. Some websites are slower that only give you like 50KB/s, than, you can use software like FlashGet to boost it up to your maxiumn 100KB/s. It can split up a file to 10 parts and download them all at same time. Anyway, with your connection speed, you won%26#39;t find much websites slower than your connection. The software is best for connections like 10Mbps connection that barely any website ''allows'' to handle the speed with one downloading thread.

Internet speeds aren%26#39;t measured in KB/s. It will be KiloBITS per second not KiloBYTES. I%26#39;ve never EVER seen advertisments for 32KB/s internet connection lol.
After doing the basic conversion you would be on a 256kb/s internet connection which is broadband, but at the lowest level. You won%26#39;t be able to push your speeds beyond that.
